Please don't take offense. None is intended. I did not understand this at all. Perhaps I'm too old, but for me there were too many fragmented threads and too little information which resulted in loss of continuity and comprehension.
It pains me to say, but you're right there. Dorms 4 was originally supposed to be more limited in scope, dealing with Erica and Calliope's drama over the weekend, which would've been a much shorter tale, but somewhere in the planning process it sort of became the story of the ENTIRE weekend (sans a little from Morgana's side of things), and Part 1 in particular suffers from a lot of things starting and a lot of names being used. It's also my most inter-connected story ever, with a very heavy reliance on the previous three Dorms installments, NeoMagus's "Myriad Meetings," Elrod's "Kansas" series, et al., so I understand if not everyone can remember all the names.
So with that in mind, I'm putting together a short-ish Who's Who for Dorms. It will update with the story, and hopefully won't contain major spoilers. Let's get started...
Macarthur Price - first appeared in Dorms 1. Insulted Essemmelle, who branded him as 'the idiot' for a day. Unhealthy fixation on Calliope since about that same time. Codename and power set currently not known.
Gouyasse - first appeared near the end of Dorms 1. Belgian, likes his beer. Part of the group in the Berets who dislikes Erica.
Jack-in-the-Box - first appearance here. Malagua original character. Devisor with apparent mind-control tech of some sort.
High Gear - first appearance here. Souffle Girl original character. Devisor with some ability at information technology. Would-be pick-up artist / guru.
Francesco Persico - first appearance, Dorms 1. Calliope's (formerly identical) twin brother. Does not realize what he has done, yet.
Cookie - first appeared in Dorms 2. Full name: Doctor's Precious Badass Nihilistic Killer So It Knows When It's Been a Good Doggie Yes It Does So All You Fucking Gremlins Better Watch Out Or... (cont. on reverse). Two-headed bio-devise guard dog. As sweet as its code name.
Vic Rivera - first appeared in the post-NYC part of the NYC plotline. Malagua's primary character. a.k.a. Tidestriker. Hydrokinetic. Apparently has a lot more going on in his background than meets the eye. Principle character for main plot beta.
Erica von Abendritter - first appeared in her own story, way back in 2013, first appeared in canon at the start of the NYC arc. Code name Eisenmadel. All around nice gal. Nasty right hook.
Fiorella Persico - first appeared in her own story, which has yet to be re-released (eventually!), first appeared in canon with Erica at start of NYC arc. Code name Calliope, usually goes by same. Very musical.
Physique - first appeared in Dorms 1. Jr. high exemplar, rooming with Magique (Charge's little sister). Developing into a little fitness fanatic.
Taka Ono - first appeared in the NYC arc, MageOhki's major character. Code name Kenshin. Weapon/armor manifestor, swordsman, all-around awesome dude.
Kareela Greer - first appeared by name at start of Elrod's Kansas series, then at the end of that series in Kenshin's English class. First real introduction in Dorms 1. Code name Essemmelle. Australian midget, package deal psychic, with Napoleon complex. Telekinesis, empathic word branding, and a third she doesn't like to mention.
Laura - first appeared in NYC 1, Elrod's main character. Code name Cerulea. Very blue. Devisor. Really, you all should remember this one by now.
Bailey - first appeared in Kansas 1, KatieLyn's main character. Code name Backtrack. Psychometric. May or may not be dating Zapper in Poe.
Hikaru Myoujin - first canon appearance in NYC 1, MageOhki's other major character. Code name Okami. Kind of a big thing back home in Japan.
Kurenai - don't recall first appearance. Hikaru's overly helpful VI assistant.
Tobias - first appeared... probably in Dorms 1. NeoMagus original character. Code name Sedrynnor. Vic's roommate. Sidhe mutation, musical wunderkind.
Tanya - first appeared in NYC 1. NeoMagus main character. Code name Invictus. Lavender, NOT purple. PK supergirl.
Sera Eir Magnusdottir - first mentioned (not by name) in Candle in the Wind. First appearance, here! From Iceland. Not much else known. Code name Einherjar.
Bianca St. Claire - first appeared in NYC 1, her own stories as well. Morpheus main character. The Once and Future White Lady.
Morgana - first appeared in NYC 1, AstroDragon's main character. Code name Dragonsfyre. A veritable Welsh dragonette.
Star Sentry - first appeared... here, I think. Malagua original character. Real name is Gwen. Cape Squad. More to come.
Megaton - first appearance here. Malague original character. Real name is Derek. Cape Squad. Also more to come.
Shawn Barker, ODS dud - exactly what it says on the tin. No previous appearances, more details likely to come. Currently tailing Kenshin.
Franklin Post - first appearance Kansas 8, the English class scene, other appearances in Dorms 2 and Meanwhile in Castle Groenwald. Code name Hardnose. Looks part rhino. From Chicago.
The Barnes Family - first appeared circa 2014 on the old site, first canon appearances:
Pat first appears in the welcome meeting at Poe Cottage, Kansas 1 or 2. Powerful receptive empathy and ersatz paragon power, plus a few extra bits
Chessa appears with Pat, energizer / exemplar whose BIT came from her old D&D homebrew character. Sort of part brass dragon
Myra (Kansas 8, English class), some magical ability, can pass for late teens / early twenties with a bit of work and misdirection. Carries a baseball bat around as her "wizard's staff"
Marcus (Dorms 2), little brother of the group, devisor with a MegaMan fixation
Dr. Derek Speers (a.k.a. 'the dork'), first mentioned in Dorms 3 by Laura, first canon appearance here. Works in the devisor labs to ensure that no one blows themselves up.
Meatball - first appeared in Dorms 1. Real name is Bryon. Lime green hair. Healer. Highly accurate at guessing bra sizes. Jr. high.
Nina / Noah Blake - first canon appearance in Kansas 1 or 2. Souffle Girl original character. Avatar of Glee, an enthusiastically feminine spirit with boundary issues. Not dealing with it very well.
Kara O'Keegan - first canon appearance in Myriad Meetings. Souffle Girl original character. Code name Nightingale. Old friend of Noah. Inherited a magic artifact from her aunt.
Darcy Blake - first canon appearance in Myriad Meetings. Souffle Girl original character. Noah's little sister. Enthusiastic mini-supergirl with codename indecision.
Betsy Taylor - first appearance in one of Hikaru's stories. Maggie Finson main character. Code name Velvet. Melville, devisor, somewhat absent-minded. Responsible for her sister being her sister.
Bev Taylor - first appearance, Kansas 1 or 2. Maggie Finson main character. Code name Time Bomb. Used to be Betsy's brother. Not at all happy about it. At Poe.
Michelle Brown - first appearance... maybe here? Maybe in Hikaru's stories? Code name Matsu, after the character from Sekirei. A little... intense about some things.
Nefertiti Copeland - first appearance, Dorms 1. Friends call her Neff. Code name and power set not yet known. Black, dancer, sort of dating Calliope now.
Sterling - first appearance, Myriad Meetings. NeoMagus original character. Everpresent social obfuscation ability. Perpetually depressed.
Tia del Bosque - first appearance, NYC 1. Nagrij main character. Involuntary bunny girl taking meds for at least one emotional / mood disorder.
StahlFaust, a.k.a. Brita Baumann. German leader of the campus Amazons. Does not like TG kids at all.
Muliebris. Real name not known at this point. Tall, dark, no hair on top. Would cosplay as General O'Koe in an instant if Black Panther was in theaters yet. Some form of low-key passive empathic projection.
Valentina de Sanchez y Hernandez, Venezuelan Amazon, empath, and recruiter for her club. Goes by Eurydice. Does not share StaulFaust's attitude towards TG girls.
Karel Lorencz. a.k.a. the Bohemian Lion. First appearance at Melville mixer in one of Hikaru's episodes. Brief appearance in Dorms 3, Beret event. Claims to be related to the modern House of Hapsburg, acts the part.
Jenifer Chalmers, a.k.a. Scarlyt. First appeared in the fic "A Study in Scarlyt" back in early 2014. Her attitude has not improved any since then.
Whirlibird, friends call her Monica. First appeared in the background of various scenes in Dorms 1 through 3. Vaguely avian young lady with a very limited PK supergirl suite. Can fly as long as she isn't thinking too hard about it.
Ladybird, a.k.a. Natalie "Nana" Bosch. First appeared in Dorms 1. Avatar of the aggregate spirit of a large number of ladybug beetles. PK supergirl suite. Former vegetarian, now obligate carnivore.
Assay, a.k.a. Hannah Sammish. Usually appears with Nana. Only power is to sense and assess other people's powers. Oh, and she can cook. Frequent damsel in distress the previous year.
Liu Yingjie. Actually Eugene Lee, but he prefers something more heroically Chinese. A bit intense. Has a PK field that imitates the appearance of Dynasty Warriors armor (all form, no function).
Kowloon. Apparently in charge of Pan-Asia.
Nu Shu. Also apparently a member of Pan-Asia, pale to slightly blue at the edges.
LAN Ulster. First appeared in Eisenmadel 2. Software/hardware gadgeteer hired by Erica's uncle. Seems to have stuck around after the job was done.
Lifeward. First appeared in Malagua's original Vic fic. Healer with a debt to pay off, not happy about how she's having to do it. Takes Vic under her wing as a mentor.
Lenape. First appeared in Dorms 3, giving date advice to Donut. The school's 'most senior' student, graduating at the end of the Fall term. Apparently toxic via his skin.
Kinesio, a.k.a. Spazz. Suffers from a poorly adapted internal energizer setup, chronic pain. Has (and abuses) a medical marijuana prescription.
Feedback, a.k.a. Skitz. Suffers from a dim-witted but incredibly chatty Spirit of the Echo taking residence in his head. Borrows off of his roommate Kinesio to shut the little @#%@#% up.
Jamie Howe, a.k.a. Calibrate. The one, the only, the really sorta crazy young lady who made Tia the girl she is today. Do NOT get in her way.
Handmedown. Nothing known but the name, however Jamie apparently did not like meeting her.
Ratel, a.k.a. Rachel Altus. First appeared in the short fic "Ratel and Hum" circa Fall 2014. Has the spirit of a honey badger who used to live at her local zoo. Aggressively direct about everything. Trademarked T-shirt.
Wilder, Daniel Fontenot. NeoMagus original character, first mentioned (barely) in Candle in the Wind, first appeared in Dorms 3. Short-fused shapeshifting cat monster from the bayou. Ratel thinks he's adorable.
Electradyne, a.k.a. Electra or Ngaire. First appeared in Dorms 2. Possibly from New Zealand, with that name. Has a preference for mechanical music, and does weird things with her hair. Trying, and failing, to flirt with Kieran from her band.
Kieran Mason, a.k.a. Bebop (he likes the jazz style). Freshman Poesie, and quite secure in his homosexuality.
Nick, or Charger. E.E.'s main character. Electrically-charged teenage horse-man. Possibly a deck chair in a former life.
Mr. August, music teacher
Dalton and Emile, first seen in Kansas... whenever the club fair was. Senior members of the school band.
Jourdain. First seen in Kansas 8, the English class scene. A rather scaly young lady, and Whirlibird's roommate.
Celerity, a Malagua original character. Speedster and minor ESP. She prefers the name Chris, but tolerates her friends calling her Chrissy.
Ping, originally from the fic "Ping Out" circa Fall 2014. Actual name: Leslie Wainwright. Half-Irish, half-Chinese, takes after both sides in very specific parts of her appearance.

That included telephone sanitizers and hairdressers. They were on "Ark B" - which was dispatched ahead of the others (Ark A and Ark C) so that they could set things up before the others arrived. Really! Pinky swear. Only Arks A and C never left Golgofrincham, because they got rid of the ones who were "bloody useless" in Ark B. The problem was that the entire remaining population was wiped out by a germ spread from unsanitized telephones.

I can only remember her as a character that escaped from a mad scientist lab and able to draw any ambient radiation to herself. I did not manage to find any information in the wiki.
