Question A power mimic who might burn out by being a Whateley student... Where to go?

She's got a range of possibly infinite, in that it latches onto the closest mutant in range, and when she activated, she burned out, so the scientists know she's not burnout immune like Mimeo is.
She has an effective limit of... Level 3 powers, before she starts burning out?
And having no one to copy within... Let's say 100 meters? Also makes her burn out.
Thankfully, she's got a twin sister to copy, that's not too strong.
But, a quirk of her powers means that she also has an automatic telepathic connection with the person mimicked.
So, I'm thinking to stick her in Hawthorne, but that has a lot of high level people, so that might actually be more dangerous than anywhere else...

How will she handle a driving test?
Hawthorne Cottage would pose a problem, as Fubar (high-end PDP) and Puppet (EX-2, WA-2, all poison) cannot leave.

They only get sent to Whateley if the mutant has powers that they are not set up to handle.
(This comes from the Dragonsfyre stories, i think.)
There may be equivalents in other countries for low-level mutants, though this will definitely vary widely from country to country.
For example, the MCO in India are known to be harsh; In the Middle East, manifesting mutants are just killed out of hand, unless they're rescued by the local capes; The Chinese government's approach main approach has been been well covered in the Bladedancer stories, though China is a very big place, so there's room for local variations; No one has covered anything about Russia, or the ex-Soviet countries; There's been some excellent writing about Central Africa, but nothing Canon yet; New York has the Cadet Crusaders; Gen 2 has the Alaskan complex, though i don't remember if the "Evil Genius" stories specified when it was opened.
Lots of potential settings to play in.

Hmm... Seems like they'd have to go military if they went there, unless its a special case, for her health, keeping her away from too-strong mutants?

Well, I wanted to get her into Whateley, but keeping her in Japan does make a lot more sense, and still could be a protag. ... Yeah, she's a good target for exploiters, it'd be weird if that didn't happen.

So Whateley, in general, would be a poor choice to send a power mimic with these sorts of limitations/control issues. Ideally, you want to put them into a small training team with low powered supers. People with simple straightforward power sets... Exemplar 2-4, PK 1-3, Telekinetic 1-2, TP 1-2. That keeps your power sets easy to learn and control, it keeps you from mimicking something unexpected because one of your core group isn't close enough. And gives you enough Psi oriented powers to get a handle on your regulator/flow valve telepathy (ie same principle eventually that gives Fling some control, except there the pipeline is Empathy instead of TP).
Fate guard you and grant you a Light to brighten your Way.

But making her manifest as an adult... That'd be interesting...
And makes even more sense that she'd burnout at Activation... Nah, I like her being a kid...

Put them in the proximity of a Wiz-class mutant, and they would release a horde of hobgoblins by mistake. Possibly filling and lighting their Essence Well.
Obviously they're a Wizard (Harry). This would mean that they would end up with training and a curriculum to match.
Then when exposed to the detection methods built/run by a Devisor, then they react/diagnosed as a Devisor.
This would be compounded if the testing was done at the local Heroe's HQ.
Chewy possibilities for fun through mis-understandings.

Why chose? You could have that person mimic the ages or average ages of those she or he is around along with a mental shift to match it.
